Venezuela’s space activities are coordinated by the Agencia Bolivariana para Actividades Espaciales (Bolivarian Agency for Space Activities)(ABAE), a public institution under the Ministry of Popular Power for Science and Technology (El Ministerio del Poder Popular para Ciencia y Tecnología (MINCYT) de Venezuela).
Established in 2008, ABAE serves as the executing body for public policies related to the peaceful exploration and use of outer space and coordinates with other public institutions to design and implement strategies, programs, and regulations that integrate space activities into national development.
Venezuela has ratified the Outer Space Treaty, the Liability Convention, the Partial Test Ban Treaty, and the Comprehensive Nuclear-Test-Ban Treaty. It is party to the Registration Convention, the Rescue Agreement, and the Moon Agreement.
It is also a Member State to the International Telecommunications Union, the Latin American and Caribbean Space Agency (ALCE), the Committee on Peaceful Uses of Outer Space, and is a subscribing State to the Hague Code of Conduct Against Ballistic Missile Proliferation.
Venezuela has contributed statements relevant to space security to the Conference on Disarmament, the Disarmament Commission and First Committee. It has also made a political commitment to not be the first to place weapons in outer space.
Venezuela has signed several bilateral cooperation agreements with a number of States for the peaceful use and exploration of outer space.
