Ukraine coordinates space activities through the State Space Agency of Ukraine (SSAU) and executes space security mandates through the Space Policy Directorate jointly established by the Ministry of Defense of Ukraine and the Ministry of Digital Transformation of Ukraine.
Several strategies have been established to support space technology development innovation in the country including the Strategy of Space Activities of Ukraine for the Period up to 2022, the Strategy for the Digital Development of Innovation Activity of Ukraine for the period up to 2030 and supporting programmes including the National Targeted Scientific and Technical Space Programme. Ukraine has enacted national law governing space activities including the Law of Ukraine on Space Activities, the Law of Ukraine on the National Space Program of Ukraine for 2003–2007, and the Law on Ukraine for State Support on Space Activities.
At the international level, Ukraine has ratified the Outer Space Treaty, the Liability Convention, the Registration Convention, the Rescue Agreement, the Partial Test Ban Treaty, the Comprehensive Nuclear Test Ban Treaty and the International Telecommunication Union Constitution and Convention.
The State also participates in several international arrangements including as a Member State to the International Telecommunication Union, a subscribing State to the Hague Code of Conduct Against Ballistic Missile Proliferation, a partner in the Missile Technology Control Regime, and a participating State to the Wassenaar Arrangement, and the Inter-Agency Debris Coordination Committee.
