The Romanian Space Agency (ROSA) (Agenției Spațiale Române) coordinates space activities in the country and was established through Government Decision No. 923 of 20 November 1995.
Space is recognised as a strategic domain by the National Strategy for Research, Innovation, and Smart Specialization 2022-2027 (Strategia Națională de Cercetare, Inovare și Specializare Inteligentă 2022-2027) and space security is prioritised through several instruments including the Military Strategy of Romania 2021 (Strategia militară a României 2021), and the National Defense Strategy 2020-2024 (Strategia Naţională de Apărare a Ţării pentru perioada 2020-2024).
Romania is a member of key multilateral fora such as COPUOS, the Conference on Disarmament, and adheres to the European Union’s space security framework and has been a Member State of the European Space Agency since 2011.
Romania ratified the Outer Space Treaty, the Rescue Agreement, the Liability Convention, the CTBT and the Partial Test Ban Treaty. It is also party to the Registration Convention and a signatory to the Moon Agreement.
