Panama does not have an established national space program. However, it has demonstrated commitment to international space governance by signing key treaties, including the Outer Space Treaty, the Rescue Agreement, the Liability Convention, the Partial Test Ban Treaty, the Comprehensive Nuclear-Test-Ban Treaty and the International Telecommunication Constitution and Convention. Panama is also a Member State of the International Telecommunication Union (ITU), a subscribing State to the Hague Code of Conduct against Ballistic Missile Proliferation (HCoC), a member to the Committee on the Peaceful Uses of Outer Space and also part of the Latin American and Caribbean Space Agency (ALCE).
