Montenegro plans to launch a space program and encourages space research and related technologies in the country systematically through outreach and engagement.

The Strategy for Scientific Research Activity of Montenegro 2024-2028 includes the prioritisation of space exploration and the development of related technologies. Montenegro is party to the Outer Space Treaty, the Rescue Agreement, the Liability Convention, the Registration Convention, the Partial test Ban Treaty, the Comprehensive Nuclear-Test-Ban Treaty and the International Telecommunication Constitution and Convention.

Montenegro is a member State to the International Telecommunication Union, and a subscribing State to the Hague Code of Conduct Against Ballistic Missile Proliferation.
