Libya established the Libyan Centre for Remote Sensing and Space Sciences (LCRSS) in 1989, headquartered in Tripoli, to focus on space sciences, remote sensing, and seismic sciences. The Libyan Authority for Scientific Research under the Ministry of Higher Education and Scientific Research oversees the LCRSS. The Applied Research and Development Organisation of the Ministry of Defense also established the Aeronautics and Space Research Center to sponsor and support interested scientific cadres working in the field of aviation and space.
Libya is party to the Outer Space Treaty, the Rescue Agreement, the Liability Convention and Registration Convention, Partial Test Ban Treaty and the Comprehensive Nuclear-Tes-Ban Treaty. It is a member State to the Committee on the Peaceful Uses of Outer Space, International Telecommunication Union, African Space Agency, and a subscribing State to the Hague Code of Conduct Against Ballistic Proliferation.
As a member State to the African Union, Libya adheres to the established space framework by the African Union including key positions like the African Space Policy and African Space Strategy.
