Iraq is represented through the Ministry of Higher Education and Scientific Research at the Arab Space Cooperation Group. The Ministry of Higher Education and Scientific Research through its Department for Space and Communications is responsible for its space objectives. The Scientific Research Commission under the Ministry also has a Research Center for Space Science and Technology with dedicated departments including satellite systems department, ground stations and laboratories department, remote sensing research department.

Iraq is a party to the Outer Space Treaty, Rescue Agreement, Liability Convention, Partial Test Ban Treaty and the Comprehensive Nuclear Test Ban Treaty.

The country is also a subscribing State to the Hague Code of Conduct Against Ballistic Missile Proliferation.
