Cuba does not have a space programme. However, Cuba is active in multilateral discussions and has contributed to the Reports of the Secretary-General on Transparency and Confidence-Building Measures in Outer Space Activities and Further Practical Measures for the Prevention of an Arms Race in Outer Space. Cuba has also become the eleventh country to ratify the Latin American and Caribbean Space Agency (ALCE) Constitution. Cuba is a party to the Outer Space Treaty, Rescue Agreement, Liability Convention and Registration Convention.
