In 2021, Costa Rica established its space agency, the Agencia Espacial Costarricense (Costa Rican Space Agency (AEC)) through Legislative Decree No. 9960 of 2021. The Ministry of Science, Innovation, Technology and Telecommunications will form guidelines to help oversee the development of the Agency. Costa Rica's outer space development goals are outlined in its <a href="https://www.micitt.go.cr/micitt/planes-estrategias-y-politicas" rel="noopener noreferrer" target="_blank">National Plan for Science, Technology and Innovation</a> 2022-2027.Key contemporary space security policy includes Costa Rica's <a href="https://cms.spacesecurityportal.org/uploads/CR_First_Committee_Outer_Space_a433712001.pdf" rel="noopener noreferrer" target="_blank">commitment </a>not to conduct destructive tests of direct-ascent anti-satellite missiles.
