The Ministry of Innovation and Growth coordinates the national space policy of Bulgaria, working closely with the European Space Agency (ESA), the EU Space Programme Agency (EUSPA), and the European Union. The Space Research and Technology Institute (SRTI-BAS), under the Bulgarian Academy of Sciences, serves as the primary centre for scientific and technical space research. Programme for the Development of the Defense Capabilities of the Armed Forces of the Republic of Bulgaria (Programme 2032) recognizes space as an operational domain.
Bulgaria is party to the Outer Space Treaty, Rescue Agreement, Liability Convention and Registration Convention. Bulgaria is a Member State to the COPUOS and the Conference on Disarmament. It is also a subscribing State to the Hague Code of Conduct, a partner in the Missile Technology Control Regime, and a participating State of the Wassenaar Arrangement.
As a member of the European Union, Bulgaria aligns with key EU space strategies, including the Space Strategy for Europe and the EU Space Strategy for Security and Defence, and adheres to the EU’s political commitment not to conduct destructive direct-ascent anti-satellite (ASAT) missile tests.
